Rebecca Holliday is Managing Partner at CARE Consulting.
Prior to joining CARE, Rebecca worked on a range of corporate responsibility issues at Chevron from 2012 to 2017, including leading training and implementation around core social performance activities. She provided technical support to teams in Nigeria, Bangladesh, Kazakhstan, and North America for community development program design and implementation, and led efforts around partnerships. Prior to Chevron, Rebecca worked as a Senior Advisor in the State Department’s Office of the Special Representative for Afghanistan & Pakistan, where she was a member of the political team focusing on transition and a political settlement for Afghanistan. From 2009 to 2011, Rebecca worked in Afghanistan for USAID’s Office of Transition Initiatives, managing program implementation for the Afghanistan Stabilization Initiative. She was embedded with an infantry Army battalion in Kunar Province implementing development programs in three border districts east of the Kunar River. Prior to USAID, Rebecca served as a Foreign Affairs Officer at the State Department’s Office of Iranian Affairs from 2007-2009, focusing on non-proliferation.
Rebecca completed her Master in Public Policy at Harvard’s Kennedy School of Government in June 2007. She is a graduate of Pomona College and a native of Pasadena, California.Prior to joining CARE, Rebecca worked on a range of corporate responsibility issues at Chevron, including leading training, implementation around core social performance activities and technical support to teams in Nigeria, Bangladesh, Kazakhstan, and North America for community development program design and implementation. Additionally, Rebecca worked extensively in the government sector – in the State Department as a Senior Advisor in the State Department’s Office of the Special Representative for Afghanistan & Pakistan and as a Foreign Affairs Officer at the Office of Iranian Affairs, as well as for USAID’s Office of Transition Initiatives, managing program implementation for the Afghanistan Stabilization Initiative.
